   What if (I hate that phrase) the Project did what the Japs do? - Hire a
government employee before he left service.  Get him to help equip the
project?  Not ethical, but look at the stakes.  Maybe even get project
personnel (Morrow Industries, actually) to get government jobs.  

   Could an administrative fast-one be pulled without bribery/compromise?
 Sneak the weaps past as damaged goods to be recycled?

   Besides, how DID the Government find out the Project existed, anyway?  Did
Project shenanigans involving weapons get their attention?
