I figure the EMP will get most of the functioning birds, and 150 years of
decaying orbit will get anything except geosync birds. The geosync sats
will have 150 years of ablation damage to solar cells (bye bye!) leaving
only nuke powered birds. Also, they would use up all their remaining fuel,
or be way out of position if they shut down. The project will have to
launch more if they want them.
In games with the war post Soviet, a simple Project expedient capability
is as follows. MI buys commercial commo birds for future launch, perhaps
launching one for secure use in commercial activities. As a part of a
private space project, they buy several surplus Russian boosters and put
them together. The space program is cut for budgetary reasons and they
store the completed packages in a remote facility. Etc.
The Russians are selling rail mobile rocket/container packages, formerly
configured as ballistic missiles. Tom Clancy uses this to the advantage of
a hostile force in "Debt of Honor". One man's missile is another's space
booster.
