	The project should encourage the creation of trade areas, which are widely
known as a safe place to do business, free of bandits and taxmen. Like a
flea market, charge for the booth, not the stuff.  Pretty soon, some of the
trade in an area will be thriving under the free market.  By keeping the
bandit and taxman at bay, you will draw people into contact.  They will
take care of the rest.  It also provides a supply point for consumanles for
mobile teams, and lots of information for possible missions.
