    Perhaps.  Does Joe want electricity?  The Project wants to re-establish 
waht was.  Ethically, at some point, payment for services, not necessarily to 
the project, but to Podunk, is in order.  If Joe Famer wants electricity, 
then he's gotta pay Podunk for it.  So does Steve Shopkeeper in town.  He 
pays for it differently, perhaps with comunity service each week.
