Please define the term "keep a Navy going" ?   And what is this lack of
natural resources you write about?   They (the former third world, now first
world) definitely don't have a lot of college trained engineers to design and
build new ships. However, I think you underestimate their potential.  If
there was some need to repair and maintain their fleets they could.  It would
be difficult and expensive (not to mention time consuming), but it could
done.  Look at the economic history of the United States and Japan as an
example of what can be done with the right attitude.
Japan went from 16th century technology to 20th century technology in less
than a century.
